gov Recruitment Type: General Public - G Job Duties The Virginia Department of Education (VDOE) is seeking a qualified and experienced individual to serve as the agency’s regulatory coordinator as required by the Register of Regulations, leads regulatory review and development concerning preK-12 public education, directs and manages the regulatory process and staff for the agency, performs research and policy analysis relating to regulation development, reviews and analyzes external regulations and laws.
The Regulatory and Board Coordinator also assists with the preparation, review, and distribution of items to be considered by the Board of Education.
This position provides legal analysis and consultation to internal VDOE staff and coordinates with the Office of the Attorney General, as appropriate.
Minimum Qualifications • Knowledge of regulatory and policy analysis, development, and implementation; government and legislative practices; and research, evaluation, and project management techniques.
• Detailed knowledge of the Virginia Administrative Process Act and public meeting requirements of the Virginia Freedom of Information Act.
• Demonstrated ability to perform legal and regulatory research and communicate findings in writing.
• Excellent oral and written communication skills and analytical abilities.
• Ability to develop logical and effective conclusions and recommendations and to independently plan, organize and prioritize work.
• Demonstrated ability to draft regulations and policy statements, to conduct, report, and present analyses; to conduct independent research; to analyze, interpret, and assess the impact of regulations and procedures.
• Proficiency with database systems and document management.
• Proficiency in technology applications, including Microsoft Word, Excel, and PowerPoint.
Additional Considerations Knowledge of and/or experience in public education system.
Considerable experience in educational policy analysis (including analysis of legislative and regulatory issues).
Considerable experience in legal analysis and statutory/regulatory interpretation and drafting.
