Over 35% of our employees have been with KBS for more than 10 years! We are seeking a Certified Payroll & Accounts Payable Specialist to manage and ensure compliance of the weekly certified payroll process for subcontractors and to provide accounts payable support.
Candidates must have a minimum of three years accounting experience in a general contractor setting or a combination of education and experience to meet job requirements.
Job Responsibilities
Certified Payroll Compliance:
Prepare, submit and approve weekly, monthly, and quarterly certified payroll reports for subcontractors either through the federal Elations system, and/or manually depending on requirements for Section 3 filings
Monitor compliance with prevailing wage laws and HUD payroll regulations; enforce compliance by subcontractors
Verify and document subcontractor payroll records to ensure accuracy of all subcontractor pay rates and payroll deductions
Maintain detailed certified payroll files on all HUD and Section 3 projects
Provide support to subcontractors on Elations system and/or the manual process of certified payroll submission
Maintain records of subcontractors that are not in compliance and work with the Project Management team to require compliance
Accounts Payable Management
Process invoices and other accounts payable documents accurately and in a timely manner
Support A/P department by coding and entering non-AIA invoices through PVault system
Support A/P department by coding, entering, and managing payment of AIA invoices through PVault and Sage 300 systems
Skills and Abilities
Ability to perform independent analysis
Demonstrated knowledge of the Davis-Bacon Wage Act, certified payroll, HUD and Section 3 reporting
Strong working knowledge of federal HUD Elations certified payroll system
Knowledge of Sage 300 (Timberline) accounting system and integrated PVault system
Accounts Payable experience in construction industry, including non-AIA and AIA billings, with a working knowledge of retainage withholding
Proficient in MS Office Suite, particularly Excel
Exceptional organizational and interpersonal skills
Requirements
Minimum of 3 years’ proven experience in accounting in a general contractor setting or a combination of skills and experience to meet job responsibilities
Certified Payroll Professional (CPP) certification highly desirable
Experience with Sage 300 (Timberline), PVault, Elations systems strongly preferred, but not required
